Abstract : In consideration of the deep effects and the material damages ‎which occur to the country and its individuals due to the disclosure of its secrets, in respect of its security and stability. This issue requires the adoption of a penalty legal regulation for dealing with any unacceptable behavior, which leads to the disclosure of the country's documents and its confidential information. A penalty for the publishing and disclosing confidential information and in Saudi Arabia is issued, which increase the requirement of research and highlighting this law, and the interest which aimed to be protected. The curriculum of the thesis: the comparative analytical descriptive curriculum. The most important results 1. Both the Saudi and Egyptian Legislators agreed upon the types of these secrets, which are prohibited to be disclosed. 2. They agreed upon the types of criminal penalties. The most important recommendations 1- The title of the Law of "the penalties of disclosing and publishing the confidential information and documents 2- The Saudi Legislator shall add a killing penalty to the law, in addition to the imprisonment and fines, for the material crimes relevant to the security of the State.
